CSDA Finance Corporation Board of Directors


Dedicated to serving the public financing interests of special districts, the CSDA Finance Corporation's Board of Directors is composed of managers and directors from special districts throughout California. Together with the assistance of our professional underwriting team and staff, the CSDA Finance Corporation offers tax-exempt financing programs including certificates of participation (COPs) financing, interim financing, and small lease financing.

CSDA Finance Corporation Staff and Consultants

Bill Morton, Lease-Purchase
William Morton is the President and founder of Municipal Finance Corporation (MFC). Prior to forming MFC in 1999, Mr. Morton served as vice president of a California public finance firm for twelve years. In addition, Mr. Morton formed and operated a municipal securities broker/dealer firm from 1988 to 1994. During his career in public finance, Mr. Morton has arranged project financings for all types of public agencies including, cities, counties, school districts, special districts, higher education and health care agencies. Mr. Morton received his B.A. in International Relations from the University of Southern California and an MBA from the University of Texas.

Saul A. Rosenbaum, Investment Banker
Mr. Rosenbaum is a Principal in the San Francisco office of Prager, Sealy & Co., LLC an investment banking and financial advisory firm serving the financing needs of tax-exempt entities. He leads the firms Special District Practice Group and has been the investment banker to the CSDA Finance Corporation since its inception in 1988. Saul's public agency financing experience includes work with water districts; sewer districts; public utility districts; community services districts; recreation and park districts; mosquito abatement districts; fire protection districts; and cemetery districts. He has served as a faculty speaker for the California Debt Advisory Commission, as well as a member of the Water Reclamation and Reuse subcommittee for the Association of California Water Agencies (ACWA) and he is a registered representative with the National Association of Securities Dealers.

Jeff Stava, Bond Counsel
Mr. Stava is a partner in the Irvine office of Nossaman, Guthner, Knox & Elliott, LLP, a nationally recognized bond counsel firm with offices in offices in San Francisco, Sacramento, Los Angeles, Irvine, and Washington, D.C. He has specialized in municipal finance since graduating from Loyola Law School in 1983 and has served as bond counsel since the CSDA Finance Corporation was formed in 1988. Mr. Stava has worked with a wide variety of special districts, from regional irrigation districts to park and recreation districts, local cemetery districts and has served as bond counsel, disclosure counsel and underwriter counsel on numerous special district financings throughout California.

Deborah Young, Trustee
Bank of New York Mellon serves as the trustee to the CSDA Finance Corporation. BNY Western Trust Company serves as trustee and paying agent to hundreds of corporate, municipal, county and state issuers representing billions in debt outstanding.
